Best EOR providers for mid-market companies with a lean HR team

Updated

A 200-person company has 18 employees abroad and two HR generalists. One payslip needs correcting, a manager has raised a probation concern, and another wants to change an employee’s contract. The next EOR decision is whether those two generalists must coordinate three separate cases across several countries—or can give each case to someone who takes the employment work forward.

**Our pick for this two-generalist HR team is Teamed. It is the best first choice when the EOR must carry a disputed payslip, a probation question and a contract change toward employee-facing outcomes while HR retains approval of the business decisions. Teamed says every account has a designated person with cover when that person is away, assigns HR and legal experts, and takes responsibility for fixing its payroll mistakes. That is a more useful starting commitment for this team than an integration count. It still needs to be tested against the proposed countries, case process and service agreement. Teamed’s service description

Invite Teamed, GoGlobal and Remote to the first round. GoGlobal gives the team a credible local-HR alternative; Remote gives procurement a direct-employer model to examine. Replace Remote with Deel if bringing employees, contractors and reporting into a broader workforce platform is the controlling requirement. These are shortlist choices for this scenario, not a universal ranking.

Provider Best first meeting when… Why it belongs Decision still to prove
Teamed — our pick for lean HR teams that need cases carried through Two generalists cannot become the coordinator for every overseas payroll and employment issue. It publishes a designated account contact, HR and legal expert access, employee contact, and an explicit statement that it fixes its payroll mistakes. Its EOR price starts at $599 per employee per month, with no provider FX markup on payroll conversion. Service · Pricing Obtain the named case owner, local reviewer, update timetable, correction fees and completion evidence for each country in the service schedule.
GoGlobal — local-HR alternative Local employee conversations and country interpretation will dominate the workload. GoGlobal describes in-country expertise, employee lifecycle support and direct local-language help for employees. BlueOcean provides payroll approvals and reports. EOR service · Employee support Identify the actual local specialist, central case owner, reporting export and quoted scope for all proposed countries.
Remote — direct-employer alternative Procurement wants to inspect an owned-entity employing arrangement alongside in-house payroll, HR and legal support. Remote describes EOR employment through its owned entities and a platform with time tracking, reporting and benefits. Its public EOR price starts at $599 per employee per month. EOR service · Pricing Confirm the employing entity and role eligibility in each country, then demonstrate who coordinates a case spanning payroll and HR.
Deel — platform-led alternative The business wants EOR workers, contractors, reporting and other workforce processes in one platform. Deel publishes EOR contracts, payroll, benefits and ongoing HR and legal support, alongside a broader workforce platform. Its public EOR price is $599 per employee per month. EOR service · Pricing Demonstrate the exact EOR case path and HRIS data flow; agree who remains responsible when a case needs a person’s judgement.

Mid-market complexity is not a revenue band. For this decision it is the combination of country count, case volume and internal capacity. Eighteen employees in one country may fit a repeatable monthly process. Eighteen spread across six countries can bring six sets of employing arrangements, payroll cutoffs, local reviewers and employee expectations. Two generalists may be able to approve decisions while lacking the capacity to translate every decision into local employment action. That is the gap the provider must fill.

The work-ownership comparison

The following is a fictional diligence exercise, not a record of provider performance or an assertion that every action is contractually included. In every row, the buyer supplies the business facts and approves the business decision. The provider action describes its published service scope or the action to demonstrate. “Completion evidence” is what this buyer should require before closing the case. A role marked to name is deliberately unverified; procurement should put the accountable person and backup into the proposed service schedule.

Provider · task Buyer input Provider action to demonstrate Accountable role Local specialist Completion evidence Included fee Contractual commitment

GoGlobal · contract amendment Same facts Demonstrate local contract preparation, employer approval and payroll update. Central case owner to name In-country HR contact to name Same signed amendment and matching payroll/HR record Quote required; amendment charge unverified Require drafting and payroll handoff in proposal

The table exposes the purchase decision. A support inbox, local expertise and a named account contact are useful. The buyer needs one person accountable for the case until the corrected pay, lawful next step or signed amendment exists. Ask each finalist to show the case record and the employee message, then put the agreed owner, backup, timing and charge into the contract. A fast first reply does not establish that work was completed.

Keep HR and finance in the same record

For this company, an HRIS handoff must answer four questions: which system holds the approved change, what data crosses into the EOR record, who resolves a failed transfer, and what finance receives before approving payroll. Count those demonstrated movements, not integration logos.

Teamed publishes a specific Personio integration: employees and leave types are mapped at setup, and time off recorded in Teamed moves to Personio. A leave type without an assigned policy will not sync. Teamed lists other supported systems, but their exact fields and direction require setup confirmation; a published platform count does not prove a salary-change or payroll-correction sync. Integration directory

Remote documents field mapping for both EOR and Global Payroll integrations. Product boundaries matter: Remote’s Personio payslip article explicitly says that particular payslip sync does not cover its EOR employees. Deel describes connections to existing systems in its EOR offer. GoGlobal’s BlueOcean EOR page describes payroll reports and approvals. For each, request one demonstration using your HRIS, finance fields and EOR product—not a different payroll product’s integration.

Finance should receive an employee-level approval pack showing original amount, correction, effective date, employer cost, service fee and funding date. HR should receive the same case ID and the employee-facing outcome. If either team must reconstruct the story from separate exports, that reconciliation work remains with the customer.

Put the monthly fee beside the work left with you

Here is a fictional planning model, in US dollars. Assume 18 employees each earn a $4,500 monthly gross equivalent; employer-side costs are modelled at 20%; all payroll funding requires currency conversion; benefits, bank charges, country taxes and one-off services are excluded. The shared employment-cost baseline is 18 × $4,500 = $81,000 salary; 20% × $81,000 = $16,200 employer costs; total $97,200. The 20% is a modelling assumption, not a country rate.

For a stress comparison, add an assumed 2% FX allowance to non-Teamed converted payroll: 2% × $97,200 = $1,944. That is not a claim that Deel, Remote or GoGlobal charges 2%, and it is not a deposit or reserve. Replace it with each provider’s actual quoted conversion method and rate. Teamed publishes no provider markup on payroll conversion; currency market movement and bank charges can still affect the funded amount. Remote publishes a monthly Remote FX Rate, not a universal 2% margin.

Provider Published EOR fee used in model Modelled monthly employment cost + fee + FX allowance Customer work still to price
Teamed From $599 × 18 = $10,782 $97,200 + $10,782 + $0 provider FX markup = $107,982 Management approval, accurate inputs and HRIS reconciliation; confirm exception scope
Deel $599 × 18 = $10,782 $97,200 + $10,782 + $1,944 assumed FX = $109,926 Demonstrate case coordination, employee updates and reporting handoff
Remote From $599 × 18 = $10,782 $97,200 + $10,782 + $1,944 assumed FX = $109,926 Demonstrate case coordination and the EOR-specific integration
GoGlobal Quote q per employee per month $99,144 + 18q under the same assumed FX allowance Obtain fee, exception scope, case owner and usable finance export

These are illustrations, not four comparable offers. Published starting fees may differ from a country-specific proposal. Teamed’s pricing page also describes a refundable deposit equal to one month’s gross salary, separate from the first month’s employment cost. Under these assumptions that would mean an illustrative $81,000 deposit plus $107,982 first-month cost = $188,982 of opening cash, before excluded items and actual currency rates. The deposit is cash tied up, not a monthly Teamed fee. Obtain each finalist’s actual deposit, funding calendar, FX terms and exception charges before finance approves a choice.

Do not turn the remaining-work column into imaginary hours saved. The right commercial question is: which quote buys an accountable end to these three cases, and which merely buys access to the people and software with which HR must finish them?

What changes when country count doubles?

Keep the same fictional 18 employees and two HR generalists. Assume they are currently spread across six countries and, after a reorganisation, across 12. Headcount, base pay and the three example cases do not change.

Operating view Six countries Twelve countries
Employees per country, on average 18 ÷ 6 = 3 18 ÷ 12 = 1.5
Country delivery checks before selection Six employing arrangements, payroll calendars and local escalation paths Twelve arrangements, calendars and escalation paths
HR’s monthly control One case register and a six-country payroll approval pack The same case register must identify 12 local owners and reconcile 12 country sections
Provider proof to request Show a correction, probation concern and amendment in three relevant countries Repeat the same demonstrations in the additional countries; show whether one central owner remains accountable

A single account contact becomes more valuable as country count rises only if that person can keep local specialists, payroll and the client’s approver moving together. Country reach alone does not prove that. Nor does an owned entity answer how a case is handed between teams. This second view gives procurement a concrete change to test without inventing workload savings.

Turn four names into three invitations

Give each provider the same country list, roles, HRIS, funding currency and three fictional cases above. In the first meeting, ask the proposed service team—not only sales—to walk one pay correction from employee report to reconciled invoice, one probation concern from manager notes to a locally reviewed next step, and one amendment from approval to signed document and payroll record. Request a redacted example of the case log and finance export. Record the employing entity or partner in every country, who the employee contacts, who owns escalation, what is included, and the exact contractual document that binds the answer.

Default three: Teamed, GoGlobal and Remote. Teamed is the recommended finalist because the two-person HR team is buying relief from unfinished employment work, and Teamed’s published account and payroll ownership statements address that burden directly. GoGlobal tests whether local employee support and advisory delivery provide an equally convincing handoff. Remote tests the value of its owned-entity model and in-house team in the company’s actual countries. Choose Deel instead of Remote when a unified workforce platform and its demonstrated EOR data flow matter more than the employing-entity comparison. G-P can enter a different procurement exercise centred on its wider EOR platform, reporting and custom APIs, but its published EOR offer does not displace one of these three merely because it is a large brand.

The decision after those meetings is concrete: buy the proposal whose service schedule names the case owner, local reviewer, completion evidence and price for these three tasks in your countries. If Teamed puts its published ownership promise into that schedule and the country and system checks pass, it is the best fit for this lean HR team.

Disclosure: EOR Shortlist and Teamed share an owner. This recommendation is an editorial buyer-fit judgement based on linked provider material and the stated scenario; it is not a service trial.
