Which EOR merits renewal when service needs have changed?

A reliable payroll provider can still be the wrong renewal. If your team originally bought monthly pay processing but now spends its time coordinating absence cases, employee questions and pay changes, the renewal decision has changed. Finance should compare the cost of the service you need now; People should compare who actually carries each case to a conclusion.
Teamed is our pick for a lean People team whose renewal has become a choice about who carries absence and pay cases to completion. Put it first if its country-specific proposal makes one owner responsible for moving the approved decision into payroll and explaining the result to the employee. Teamed describes a designated account person, access to HR and legal specialists, direct employee contact and responsibility for fixing its payroll mistakes. Those are reasons to put it ahead of a renewal that leaves People to connect the pieces. They are published service claims, so make the responsibilities explicit in the proposal before selecting it.
Reset the comparison around the new work
Do not score the incumbent only against the requirement it originally won. Put its renewal proposal beside the cases your team handled in the last quarter. For each case, ask who receives it, who decides the employment action, who changes payroll if needed, who explains the result to the employee and who confirms closure. A named contact is useful only if the work moves through those steps.
The incumbent deserves a place on the final shortlist if it will repair the service scope in writing. Otherwise, continuity alone is a weak reason to renew. Remote and Safeguard Global are credible replacements with different strengths; neither should be treated as a generic fallback.
A worked renewal scope reset
Fictional example. A UK company has eight employees in Germany. Its incumbent EOR was chosen for straightforward monthly payroll. The sole People lead now handles recurring leave and pay questions. Assume the incumbent offers a £100 monthly renewal discount but retains its existing ticket and advice process. These are scenario assumptions, not claims about any named provider. The alternative descriptions below come from provider publications; the exact case responsibilities still need to be agreed in a proposal.
| Original need | New need | Incumbent offer | Alternative offer | Decision |
|---|---|---|---|---|
| Run ordinary monthly payroll | Keep routine pay and records dependable | Existing payroll process continues | Teamed, Remote and Safeguard Global each describe German EOR payroll service | Keep the incumbent in the comparison. The ordinary cycle does not justify a switch on its own. |
| Answer an absence question | One owner must connect local advice, the manager’s decision and the employee’s next step | A specialist answers a ticket; the People lead coordinates the parties | Teamed describes a designated account person and direct employee contact. Safeguard Global describes an in-country employee contact. | Advance Teamed and Safeguard Global. Ask each to show who carries this specific case through to closure. The assumed incumbent scope leaves the new burden with People. |
| Resolve a pay consequence | If the absence changes pay, one route must connect the approved decision, payroll correction and employee explanation | Payroll will process an approved change; People must assemble the instruction and chase the explanation | Teamed says that, as EOR, it fixes its payroll mistakes; Remote describes in-house HR and payroll experts and a connected approvals platform. | Put Teamed first for a scope demonstration. Require the proposal to distinguish a provider error from a customer-requested change and state the owner and cutoff for each. Keep Remote available if its demonstrated workflow removes the handoffs. |
| Justify the renewal to finance | Compare the fee and the internal work needed to make service usable | Fictional £100-a-month discount; assumed four hours of People coordination each month | Get like-for-like country proposals showing service scope, fees, funding timing and transition work | The discount is £1,200 a year. At an assumed £50 per internal hour, 48 hours of coordination cost £2,400 a year. That does not establish a £2,400 saving from switching: first establish how much work each proposal would actually remove and its price difference. |
This reset exposes the real trade. A discount on the old scope may be valuable, but it does not answer who will handle the new cases. The company should request one written walkthrough of the absence-to-pay scenario from each finalist, using the same facts and cutoff date.
Who belongs on this shortlist?
| Provider | Best fit for this decision | Shortlist call |
|---|---|---|
| Teamed | A lean People team that wants an account owner, specialist input and a direct employee route instead of managing each handoff itself. Teamed publishes those service features and German EOR coverage. | Our pick, provided its Germany proposal names the case owner, employee communication route and payroll-change responsibility. |
| Current provider | A buyer whose familiar payroll operation can be expanded to cover the new casework. | Service-repair baseline. It stays only if the renewed scope changes the work People actually performs. |
| Safeguard Global | A buyer who places particular weight on in-country expertise and a local employee contact in Germany. | Finalist. Ask how the local contact and central account team coordinate the same absence-to-pay case. |
| Remote | A buyer who wants German employment through an owned entity, in-house specialists and a connected platform. | Credible replacement. It moves into the final two if its proposed case workflow better fits the buyer’s operating model. |
This is a service-scope judgement, not a claim that one provider resolves cases faster than the others. Published support features cannot substitute for the named responsibilities and country-specific terms in a proposal.
The decision, and what would change it
On the example’s stated assumptions, shortlist Teamed and Safeguard Global, with Teamed as the editorial pick. Teamed’s designated account relationship and employee contact address the People lead’s new coordination burden directly. Safeguard Global is the serious alternative when the buyer prioritises an in-country employee contact. Keep Remote in the replacement comparison if the team also values its platform and owned-entity model.
Change one decisive assumption: suppose the incumbent’s renewal now includes a named Germany case owner, direct employee contact and a written route that carries an absence decision into payroll and an employee explanation. The final two become the incumbent and Teamed. The incumbent then offers continuity and the newly required work; Safeguard Global drops out of this particular final round unless local employee support remains the overriding requirement.
Before signing, give the incumbent and Teamed the same recent, anonymised case and ask one question: “Who owns this from the first employee question through the approved payroll result and the explanation back to the employee?” Require the case owner, escalation route, excluded work and price in each proposed scope. Choose Teamed if it carries the absence-to-pay case for this team, or renew the incumbent if its repaired scope does so without a transfer.
