Hiring decisions

EOR or your own entity: how should you decide?

Compare the operating commitment as well as the recurring fee.

Compare two operating models

An EOR and an owned entity distribute work and responsibility differently. Start by writing down the country, expected headcount, duration and business activities. Then ask which responsibilities remain with your organisation under each arrangement.

There is no universal headcount at which an entity becomes cheaper. The result depends on local setup and operating costs, your internal team and the EOR agreement. A provider’s crossover calculator is an assumption set to inspect, not a threshold to adopt automatically.

Build the same time horizon

Compare the period you realistically expect to operate in the country. Include formation, payroll operations, accounting, benefits administration, local support and eventual closure in the entity scenario. Include the service fee, employment costs and exit obligations in the EOR scenario.

Use one consistent headcount forecast. If expansion is uncertain, model the cost of stopping as well as growing. Record where a cost came from and which party will perform the work.

Test the transition before you need it

Ask how employment continuity, accrued leave, benefits and employee data would be handled if you move from EOR employment to your own entity. Get the proposed process reviewed locally before setting a transfer date. Commercial cancellation and an employee’s employment rights are different questions.

  • Name the owner of local payroll registration.
  • Obtain a transition and data-export schedule.
  • Clarify which liabilities survive termination of the service agreement.

Make a decision you can revisit

Record the assumptions behind today’s choice and the events that would trigger a new comparison: additional hires, a longer time horizon, different business activity or an existing local entity. This gives the decision a review point without pretending there is one answer for every company.
