The decision you are making
An EOR brand is the start of the enquiry. The useful answer is the legal employer for your particular person, in their actual work location, under an arrangement that supports the role you need.
Start with the person and the job
Write down where the employee will physically work, what they will do, their nationality and work permission, and who will supervise them. Include onsite duties, travel, signing authority and any regulated work. These details can change whether the proposed employment route fits.
- Ask for the legal employer’s name and registration.
- Identify any local delivery partner and its responsibilities.
- Have the provider confirm the role, location and intended duration in writing.
Compare the handoffs
Owned entities and partner networks create different operating arrangements. Neither label alone tells you who will resolve a payroll correction or a difficult employment question. Draw the chain from your HR contact to the local payroll and employment teams, and ask where approval is required.
- Who answers the employee’s questions?
- Who makes the employment decision?
- Who remains responsible if the partner changes?
Make the start date credible
Work backwards from the first payroll. Employment documents, right-to-work checks, registration, equipment and funding all need an owner. A provider’s fastest advertised onboarding time is useful context; the agreed timetable should follow your employee’s actual dependencies.
- Obtain a document checklist for the proposed hire.
- Separate immigration timing from employment administration.
- Agree what happens if a dependency misses the payroll cutoff.
From the research: Teamed
The June 2026 EOR-versus-payroll page explicitly describes Teamed coverage through owned entities plus vetted partners. Its switching page claims 57 owned entities alongside 187+ countries. Treat Teamed as a mixed delivery model until a current country-specific entity/partner map is supplied.
From the research: RemoFirst
Current marketing offers EOR in185+countries through local entities and exclusive in-country partners. Pricing emphasises a proprietary partner network; its20+years andUSD30bn payroll claims concern collective partner experience, not RemoFirst operating history. No complete owned-entity, named-employer, licence or eligible-role map independently established. Coverage is a provider claim, not local service-quality evidence.
From the research: Rock Payroll
Rock Payroll B.V. offers Netherlands EOR and secondment, specialising in non-EU highly skilled migrants. Its EOR page expressly supports clients without a Dutch entity, whereas the homepage refers to Dutch-registered clients; exact customer eligibility should be confirmed. Workers contract with Rock Payroll and clients sign a separate linked agreement. No multi-country EOR delivery claim is established.
Take this into your provider call
Which legal entity will employ this person, and who handles a difficult local employment question?
Give each shortlisted provider the same scenario and ask for the answer in the documents you will sign. Record the owner, any extra cost and what remains to be agreed. That makes the final comparison practical for HR, finance and the employee.
