Country fit & local delivery

Identity

Leap29 current EOR service claims legal-employer delivery in 180+ countries; older FAQ says 150+. Companies House confirms active Leap29 Limited 03899908, incorporated 24 December 1999, previously Clearwater I.T. Limited then Leap29.com Limited. Filed accounts identify parent Leap29 Holdings Limited; privacy policy names that parent as controller. Country contractual employer and partner chain still need verification. FAQ treatment of EOR and PEO as interchangeable is supplier terminology, not a jurisdiction-independent legal conclusion.

Research finding · Sources
Checked 2026-09-16

No private quote, signed EOR contract, outreach or operational trial. Provider claims are not independent delivery verification. Search absence does not prove absence of incidents.

Delivery

EOR includes local contracts, payroll, statutory taxes/social security and onboarding/offboarding, with global mobility support offered. Published 99.99% accuracy appears in payroll-service pricing and is unverified operational marketing. Contractor onboarding-within-hours wording does not establish an EOR start SLA. Cutoffs, correction liability, off-cycle cost, visa eligibility and country-level payroll reconciliation remain unresolved.

Netherlands document check

Dutch country page labelled with 2026 tax details says short-term care leave is capped at two days per year and repeats a 30/20/10 expat-tax phase-down. Current Dutch government guidance instead describes care leave of twice weekly working hours and an expat allowance reduction from 30% to 27% in 2027 with transitional rules. Record these as specific public-document discrepancies; they do not demonstrate actual payroll misapplication. Dutch statutory guidance needs current primary checking before a country quote is relied on.

Costs, deposits & currency

Fees

Current public pricing starts EOR at USD300 per employee/month. HR management USD3/user, contractor payroll USD50 and global payroll USD15 are separate product prices, not substitutes for the EOR fee. No-hidden-extras language is marketing; no signed fee schedule, deposit/float, prefund, FX spread, minimum headcount, tax/add-on or reserve refund commitment was inspected.

Support

Dedicated employer adviser and employee support manager are promised, with phone/Teams contact and in-market guidance. Published formal complaints procedure accepts verbal/written complaints, requires written acknowledgement within one week and an investigation response within four weeks or an explanation of delay. These complaint deadlines are distinct from urgent payroll support SLAs, which were not available.

Platforms & integrations

Platform

LeapWorks document storage and LeapForward HRIS/payroll are named in pricing. EOR page describes central visibility of costs, benefits and HR, alongside human support. Optional payroll API integrations are advertised; exact connectors, two-way data control, employee/local portal features, uptime, recovery and sample exports were not independently demonstrated.

Benefits & employee experience

Employee

Provider offers statutory/supplementary benefits and country-specific HR, leave and expense approval. Selected Sprint365 testimonial describes Indian medical insurance and timely salary/benefits administration; To Increase describes flexible benefits during a 60+ employee acquisition transition. These are supplier-selected accounts. Country insurers, charges, accrual handling and expense repayment SLAs still need written confirmation.

Contracts & responsibility

Contract

Website Terms and Conditions contain website-use exclusions and English law/England-Wales courts, not operative EOR liability allocation. Current service says it employs through its legal entity; filed accounts describe EOR revenue on net commission as agent for accounting purposes. Accounting treatment does not establish every country legal-employer arrangement; obtain contracting entity, actual employer, indemnity/caps, counsel authority and IP chain.

Exit

Switching page promises managed transition, payroll/benefit continuity and HR support but gives no binding transition SLA, minimum service term, cancellation fee, deposit release or accrued-rights allocation. Selected To Increase account describes eventual move to its own Indian operation, with no disclosed transfer charges or contractual terms. Generic Dutch termination guidance is not the client exit agreement.

Employee data & security

Security

Full linked privacy PDF expressly includes EOR employees, payroll and contractors; controller is Leap29 Holdings Limited. Data include salary/tax, right-to-work, health and permitted criminal records. Sharing categories include IT/cloud, checks, payroll vendors and benefit providers; overseas transfers refer to SCCs/adequacy safeguards. Five-year retention is specified for recruitment data only. No named subprocessors, full employee retention matrix, certification report, access-control demonstration or breach-notice deadline inspected.

Financial

Latest filed Leap29 Limited audited accounts to 30 June 2025 report GBP24,206,413 turnover, GBP364,771 operating profit, GBP235,751 post-tax profit, GBP203,238 cash and GBP4,042,512 net assets. UK turnover decline partly reflects activity rechannelled to Saudi entity; prior-year EOR gross-to-net revenue restatement reduced turnover/cost by GBP3,807,921 with no profit/equity effect. Historical company figures are not group cash or protected payroll funds. Auditor reports no identified material going-concern uncertainty over its assessment period.

Turkey disclosure

Note27 in accounts approved 17 June 2026 discloses significantly slower Turkish group trading after year-end and greater uncertainty over recovery of the intercompany/trade balance. Management says the financial impact could not then be reliably estimated and did not consider it a material going-concern uncertainty; it treated the development as non-adjusting. This is a disclosed financial exposure, not proof of insolvency, an EOR payroll failure or lost customer funds. Later recovery position was not verified.

Review limits

Live G2 profile was recovered in browser and explicitly has no reviews. Three recent public Glassdoor staff accounts were read (of 37 displayed total), all positive, but they are provider-employee workplace accounts rather than customer delivery evidence; gated detail was not collected. Three named provider-selected testimonials discuss global/India support. No matched Trustpilot/Capterra customer corpus located. Targeted searches did not establish additional attributable operational incidents; absence is not a clean record.
