Pebl: research & sources
Pebl publishes unusually detailed operational and contractual material. Its platform and employee workflows are useful, but the extended offboarding notice and continuing fees are material buying considerations.

Global EOR
- Consider for
- Employers seeking documented global employment workflows and willing to plan longer exit commitments.
- Main trade-off
- EOR notice is at least 90 days from the next calendar month, with fees continuing; fixed-term acceleration and discretionary outbound transfer further constrain flexibility.

Country fit & local delivery
Identity and delivery
Velocity Global rebranded as Pebl on 9 September 2025; the US contracting entity remains Velocity Global LLC doing business as Pebl. Rebrand guidance says existing MSA/SLA, local employing entities, payslips and visas are unchanged. Marketing claims 185+ countries, 65 owned entities at rebrand and 90% of supported employees through owned entities. That percentage is employee-weighted, not 90% of countries. June 2026 terms permit affiliates and in-country partners, identify them on request and retain Pebl responsibility for their acts and omissions.

Benefits and immigration addons
Benefits marketing includes local statutory and supplemental options but no complete country plan/premium schedule. Compensation package may include only offered local supplements and approved equity; service description excludes nonstandard/crypto compensation absent the relevant permission. Add-on immigration costs are case-specific, visa renewal is charged again, and translation/legalization/legal extras require quoted approval. Equity requires approval and excludes employee share purchase plans. Background-check fees require approval; accuracy is disclaimed.

Country and role restrictions
June 2026 EOR terms require clients hiring in 22 named countries to represent that neither they nor affiliates have, control, or plan a local entity there. These include Belgium, China, Colombia, Mexico, Spain, UAE and Vietnam. Service description permits refusal/offboarding where licensing, insurance or undue hardship prevents delivery. Job-specific licensing remains the client responsibility. Coverage marketing therefore does not prove eligibility for a particular role or buyer.

Onboarding dependencies
Deposit funding, buyer approval of employment documents and verified work authorization precede onboarding. Service description defaults the new-joiner cutoff to the 10th or preceding business day, unless the country calendar differs; later forms move the start to the following month. Work outside the declared jurisdiction for at least one month requires one month advance notice. Immigration feasibility is assessed case by case. These dependencies qualify the advertised as-little-as-24-hour hiring claim.

Targeted forum and records
A July 2025 Mexico Reddit thread asks pre-hire questions about the local legal employer and profit sharing; one brief positive reply lacks enough context to establish an outcome. It is a prospective buyer/worker discussion, not evidence of a service failure. Targeted litigation/complaint searches produced unrelated Velocity entities and low-quality broker-recovery pages, which were excluded; no attributable judgment was verified in this search. This is not a claim that no cases exist.

All six Trustpilot accounts were read and classified, newest July 2026 to June 2024, all labelled unprompted and five marked merged. Praise covers EOR local knowledge, usable platform, responsive help and German post-exit assistance. Criticism includes alleged two-week immigration/onboarding delay, accrued sick-leave refusal, fee/FX complaints and nonspecific contract risk. The claimed 45% net-to-employer-cost ratio is not an established provider fee percentage. No provider replies or verified remediation appeared.

Costs, deposits & currency
Published price and extras
Pricing advertises USD399 per employee/month, no setup or offboarding fees, and access to platform, compliance, Alfie, reporting and support. Country/support-specific quotes apply. June EOR terms separately charge compensation, employer burden, benefits, FX conversion, indirect operational costs, employment-document review and offboarding costs. Add-on fees are to be provided before expense is incurred. The master agreement excludes taxes and requires withholding gross-up. Published headline price is not total employment cost.

Deposit and funding terms
Initial invoice includes first EOR fee installment plus a per-worker deposit before onboarding. Deposit amount is notified individually and can change with salary, seniority, credit score, payment history/terms and enhanced severance. Pebl can use it for unpaid ancillary costs and require replenishment. Return is within a reasonable time after final invoice payment and settlement of all outstanding balances, with no numeric refund deadline. Exact FX spread, deposit formula and fund segregation are not published in the reviewed terms.

Employment transfers
Workers are hired net new without prior seniority unless Pebl approves a transfer/recognition in writing; recognized seniority may increase the deposit. Outbound transfer to client or another provider is subject to Pebl discretion; if approved, client/third party manages documentation and its costs. Master terms restrict directly engaging known in-country partners for the same/similar services during the agreement and one year after without consent.

Late payment and invoicing
Invoices follow monthly, semi-monthly or weekly country cycles, with prior-hour reconciliations and additional invoices possible. Undisputed late amounts attract the lower of 1.5% monthly, compounded, or lawful maximum. On written notice Pebl can suspend services/onboarding, terminate the agreement and workers; client bears associated worker liability. Pebl may apply payment to late fees before worker disbursement. Due dates depend on the order/SOW.

Minimum and exit notice
June 2026 EOR terms require at least 90 days written notice to terminate or offboard a worker, starting on the first day of the calendar month after receipt. Service fees remain due throughout that notice regardless of actual offboarding. Master terms state 30 days for agreement/order termination subject to the Notice Period; EOR terms take precedence over the master body, with order forms above both. Fixed-term fees accelerate on early client exit without cause or Pebl termination for cause; a client termination for uncured Pebl material breach releases remaining EOR service fees. Executed order terms remain essential.

Payroll that works in practice
Leave and expense process
Employees request leave in GWP and designated managers approve/reject it. Expensify reimbursement is paid via payroll/bank rails using GWP bank details, not personal accounts in Expensify. Help centre describes two faster reimbursement dates monthly; taxable/noncompliant and local-partner expenses follow monthly payroll. Compliant status appears in Expensify, noncompliant status in GWP. Pre-start expenses require exceptional legal approval and alternate internal systems require support approval. Actual country calendars and benefit/leave correctness were not tested.

Liability and indemnity
Master terms cap ordinary aggregate liability at twelve months total invoice amounts, not only service fees, with exceptions including client payments/indemnification, willful misconduct, fraud and legal violations. They exclude indirect/consequential loss. Client indemnifies co-employment, worker acts, direction/control and specified breaches outside that cap, except to the extent caused by Pebl breach, gross negligence, misconduct or fraud. For claims that Pebl violated law, the stated indemnity remedy is reimbursement of damages in a final unappealable court judgment. Security assurance and subprocessors
DPA mandates customer MFA at activation/login and describes least privilege, annual penetration testing and production separation. Trust centre lists 2026 ISO27001, SOC1/SOC2 Type2 and penetration-test reports, all request-gated, and claims tested disaster recovery. Its public register lists 25 subprocessors including AWS/NetSuite/Salesforce and AI vendors; many entries lack locations and specific processing scope. These claims do not independently validate audits, recovery performance or which local employers/vendors process a given worker.

UK activity scope
The 2024 UK filing explains cost-plus recharges to its parent and GBP78.146m payroll/tax pass-through costs removed from revenue. Average 523 employees includes 500 for whom it describes itself as agent. That accounting principal/agent classification does not establish the legal EOR relationship is absent. Current consolidated revenue, profitability and cash runway were not verified.

Funding and acquired brands
Transaction counsel Cooley reported on 1 June 2022 that it advised Velocity Global on USD400m Series B at an unspecified multibillion-dollar valuation and its prior acquisitions of iWorkGlobal and Shield GEO. Historical financing is not current valuation or liquidity. Those acquired brands are related history, not independent additions to the competitor count.

G2 ten full accounts
Ten full G2 accounts now replace the earlier excerpt-only limitation for this selection. They span 30 July to 30 August 2026, all show seller invitations and incentives, and none displays a provider reply. Most discuss HR software/payroll broadly; one explicitly describes managing global talent without local offices. Generic claims about 100+ countries, the largest HR team, in-house mobility and compliance are not independently established. Further deep sampling and targeted concerns remain open.
Research finding · Sources
Customer statements and replies are not independently verified operating outcomes. Default/recent accessible-page selection, with invitations, incentives and affiliations retained. No prevalence, market-wide score or all-country quality inference.
Review access and attribution
G2 displayed 603 reviews; ten most-recent excerpts retained as leads, with full expansion sign-in gated, so zero complete G2 accounts counted. Visible entries disclose seller invitations/incentives; one is marked business-partner affiliated. Capterra explicitly displayed zero Pebl reviews; its prominent 4.9 score and 4,871 reviews belonged to featured alternative Rippling. Aggregator attribution was rejected. Six Trustpilot accounts do not measure failure frequency.

Review sample and balance
All six Trustpilot accounts were read and classified, newest July 2026 to June 2024, all labelled unprompted and five marked merged. Praise covers EOR local knowledge, usable platform, responsive help and German post-exit assistance. Criticism includes alleged two-week immigration/onboarding delay, accrued sick-leave refusal, fee/FX complaints and nonspecific contract risk. The claimed 45% net-to-employer-cost ratio is not an established provider fee percentage. No provider replies or verified remediation appeared.

UK entity accounts
Velocity Global International Services Ltd 11052125 is the identified UK entity, not similarly named engineering/software companies. Its 2024 small-company filing was approved 24 September and filed 25 September 2025; 2025 accounts were not yet due. Parent is Velocity Global Holdings LLC. Filing reports an unqualified audit by Moore Kingston Smith but omits the profit/loss account. Cash GBP846,488, net assets GBP500,214 and current creditors GBP708,898 are entity figures, not consolidated group liquidity. It has no external income and relies solely on group funding with parent support for at least twelve months after signing.
