Entity transition support

Provider transition guide discusses reviewing EOR notice/termination fees, reconciling accrued leave and unpaid amounts, replacement contracts, payroll registrations, benefits continuity and possible new visa sponsorship. It markets help with moving to a client-owned entity. It does not promise fee-free transfer or set Safeguard-specific notice/refund rules; country-law examples are provider guidance, not independently verified legal conclusions.

UK union recognition case

CAC case TUR1/1597(2026), CWU v SafeGuard World International Ltd trading as SafeGuard Global, accepted the recognition application on 4 September 2026 for UK staff employed on behalf of Wikimedia. The employer reported 45 workers in the proposed unit and 506 total; the union sought all UK Wikimedia staff. Safeguard stated willingness to negotiate and proposed Acas assistance; the unit scope remained disputed. The decision passes the application-admissibility stage only; it does not grant recognition, award damages or find unlawful conduct. Paragraph 17 has an inconsistent membership count; paragraph 24 states 26/45 (57.78%). No later decision appeared on the case landing page at capture.

Named affiliates and country limits

Public affiliate directory names entities across many markets, including Global PEO Services (Germany) GmbH, SGG Consulting GmbH and WF Safeguard GmbH in Germany, and Safeguard Global Poland and Global PEO Services Poland. It includes multiple entities per country, non-resident-employer entries, a China outbound-only entry and a France entity explicitly dissolved in 2022. Therefore it is not a validated list of currently licensed employers for every advertised country. Ownership, entity assigned to a specific hire and regulatory permission remain country-level checks.

Costs, deposits & currency

Client funds and fee categories

Accounts note 16 identifies an advance depository amount collected for timely worker payments and GBP54.222m restricted cash for client accounts at end-2024. Note 2.4 says global employee outsourcing revenue includes service, project, FX and ad hoc fees, recorded net of client-billed salaries. Note 27 restates prior-year interest on EOR client funds from turnover to other operating income. This establishes historical fund/fee categories, not customer deposit formula, interest entitlement, refund timetable, current bank segregation or insolvency protection.

Payroll division sale scope

Safeguard announced sale of its enterprise payroll division and team to Deel effective 11 March 2025. It explicitly retained EOR, recruiting, contractor management and other workforce services; international payroll remains offered through Deel as a vendor. Existing enterprise-payroll clients moved to Deel; other clients were told service continued. Do not merge Safeguard EOR into Deel or automatically attribute old global-payroll reviews to the retained EOR service. Accounts note 26 also dates completion 11 March; going-concern passages say 7 March, so the internal date discrepancy is retained.

July 2026 worker notice is more directly relevant to EOR staff. Intelligent Workforce notice expressly excludes EOR arrangements; its AWS hosting and Explore/Chat AI-improvement opt-out statement must not be generalized to worker payroll data. Executed agreement and transfer safeguards not inspected.

Benefits & employee experience

Union and client positions

Wikimedia publicly confirms Safeguard as UK EOR and says the UK recognition request went to Safeguard. The union’s August 14 account disputes proposed narrowing of the bargaining unit, including managers, and says statutory recognition can run alongside voluntary Acas discussions. These are involved-party positions, distinct from the CAC acceptance decision. The US CWA/NLRB election concerns Wikimedia direct US employees and is not a Safeguard case; no US outcome is attributed to Safeguard.
